LEAGUE AND PLAYER INFORMATION
Revised March 2007

MEMBERSHIP:  Annual memberships to Sports City are required for players that participate in league play.  Membership is open to all members of the community.  Memberships may be obtained by completing the appropriate Membership Registration Form and by paying the annual registration dues.  Membership entitles the player to utilize the facility as a registered team player in league play.  Membership also entitles the player to participate at a discount in practice sessions, tournaments, clinics, parties, camps, open pick-up games and other activities.

LIABILITY/INJURY WAIVER & RELEASE FORM:  No individual will be allowed to participate in any league games, practice sessions, tournaments, clinics, open pick-up games, or other activities until a wavier/liability release form has been properly completed and signed.  

COACHES AGREEMENT:  Must be signed at registration.  This is an agreement between you and Sports City that you agree to our policies and procedures.

TEAM ROSTERS:  Player rosters must be completed (including member ID number) and turned in at least 10 days for youth teams or 7 days for adult teams days prior to the first league game.  Changes will be permitted prior to the THIRD (3rd) GAME.  Failure to comply will result in forfeiture of all games played with illegal player(s).  Players may only be added later at the discretion of  management.  A team may claim hardship and add one player after the third game for a fee of $25.00.  Another player must be removed from the roster for the remainder of the season.

INDIVIDUAL PLAYER DIVISION PARTICIPATION:  Players may only be on one roster in a given division and league.  Players may participate in more than one division and league.  A lower division team may not field more than three (3) players from an upper division(s).  Players must be able to provide proof of identification on request.  An outdoor player card is an acceptable form of identification.  Failure to provide this identification will exclude the player from participation.  Sports City RESERVES THE RIGHT TO DETERMINE IF A PLAYER IS CONSIDERED TOO ADVANCED FOR A GIVEN DIVISION AND REMOVE THE INDIVIDUAL FROM THE TEAM ROSTER.  This is done in the spirit of maintaining parity in a given division.

1st GAME TIME:  First game day/time will be given out 5 to 7 days prior to your first game via e-mail.  Schedules will be posted on our web site once the division has started and you will be notified via e-mail. Schedules are not posted prior to a division starting due to the fact that there may be a last minute change such as a team dropping out of a division, etc.

GAME DAY:  Please make sure you arrive to the facility 15 minutes before each game.  It is your responsibility to make sure your team is ready to play at game time.  Home teams must change accordingly if there is a color conflict.  Player’s must line up along the player box in order to check in with the referee.  It is your responsibility to verify that the score is correct and that your team was in the correct player’s box.  Many scores are reversed due to the fact that teams are in the wrong player’s box.

LEAGUE STANDINGS POINT SYSTEM:  Please check web site and bulletin board for standings and updates.  League games that end in a tie score after regulation play shall remain a tie game.

  • Win = 3 points

  • Tie = 1 point

  • Loss = 0 points

LEAGUE DIVISION TIES:  The following tie breaking system order shall govern any league divisions ending in a tie at the end of the league session.  These are NOT  automatically calculated in the league standings reports on our web site and Sports City will declare champions and/or distribute awards when a champion is mathematically calculated by Management (31-MAR-06):

  • 1st - Comparison of league record against each other (head to head).

  • 2nd - Comparison of least "goals against" during the session.

  • 3rd- Comparison of goal differential during the session.

  • 4th - Head to head play-off game (based on field availability) or coin toss.

LEVELS OF COMPETITION: Sports City reserves the right to make the necessary changes within league divisions to ensure an equal level of ability and competition.  

GAME SCHEDULE AND RESCHEDULE POLICY:  Sports City assigns game days for each division and gives you the opportunity to notify us (in writing on the registration form) which 2 dates your team cannot make a game.  However, we need to reiterate that there are NO GUARANTEES.  We will do our best to accommodate schedule requests but when other factors such as holidays and “other” teams requests need to be considered, it’s impossible to accommodate every team.

1.   There are no guarantees of reschedules, there are possible forfeits for your team and there are no league fee refunds once a league begins.  If we cannot accommodate the requested two dates, there are no refunds.

2.   During the months of November through May, time slots in Cotati and Field #1 in Santa Rosa are slim-to-none.  Majority of reschedules will take place on field #2 regardless of age group and division.

3.   If a team is unable to play a scheduled game, the team requesting to reschedule a match must request the reschedule in writing 10 days prior to subject game and submit a fee of $50.00 ($25 administrative/referee fee, $25 credit for opposing team), before the office will proceed. Failure to do so will result in the game being forfeited (See FORFEITURES in League and Player Information).

4.   The opposing team may choose to accept a forfeit win (take the original game time and field to use as a scrimmage with a referee).  No fine is implemented toward the team requesting the reschedule, the score will be recorded as a 3-0 loss.  If the opposing team agrees to a make-up, the opposing team will be offered two reschedule game dates and times from the facility management office to choose from. The team requesting to reschedule must play the day and time the opposing team chooses.  Please keep in mind that a reschedule date/game can be any day, any time, or any field!  THERE WILL BE NO RESCHEDULES OF AN ALREADY RESCHEDULED GAME.

LEAGUE FEES:  Deposit and league fees are non-refundable and non-transferable.  See Sports City’s Registration Forms for team prices and registration/discount deadlines.  

Late Fees:

1.  If the balance is NOT paid in full before the 1st game, a $25 late fee will be added to your balance.

2.  If the balance is NOT paid in full before the 2nd game, a $50 late fee will be added to your balance and the second game will be considered a forfeit. The coaches will be suspended and will not be allowed to play until the team balance has been paid in full.

3.  If the balance is NOT paid in full before the 3rd game, a $75 late fee will be added to your balance, the third game will be considered a forfeit and your team will not be allowed to play in the third game.

4.  If the balance is NOT paid in full before the 4th game your team will be removed from the league and will not be issued a refund.
Note:  Once the balance is paid in full, all prior forfeited games WILL REMAIN A FORFEIT.

5 MINUTE RULE:  All players must be on the field with a valid membership and ready to play by game time.  Teams not ready after 5 minutes of game time are subject to a forfeit and appropriate forfeit fine. Forfeit fine will be waived if the team playing short has a minimum of 4 players and all players stay to scrimmage the opposing team for the full length of the game.

TEAM NO-SHOWSIf a team cannot play (forfeit) a scheduled game (See GAME SCHEDULE AND RESCHEDULE POLICY) the opposing team will be awarded a 3-0 victory (forfeit win).  NO RESCHEDULE WILL BE GIVEN. The team forfeiting will need to pay a $50 forfeit fine. (See  FORFEITURES).

FORFEITURES:  A team forfeiting a game(s) during any one session will be subject to the following fines:

  • 1st Forfeit $50.00 fine

  • 2nd Forfeit $75.00 fine

  • 3rd Forfeit Termination of team participation from the session & loss of re-registration.

Note: Fines for forfeitures must be paid prior to a team continuing the session schedule. All future games will remain forfeits until the forfeit fine is paid in full.

LAWS OF THE GAME:  The laws of the game followed at Sports City are as set forth in the USSF OFFICIAL INDOOR SOCCER RULES, unless otherwise modified (please refer to Sports City’s LAWS OF THE GAME available at the facility).

REFEREE STAFF: Sports City’s management would like to reaffirm that referees appointed to officiate each game have complete authority, and that his/her decisions on points of fact connected with the game are final.  Officiating will be monitored and assessed periodically and in-house training and classes will provide for quality officiating.  Constructive comments regarding officiating are welcomed and encouraged.  Please submit any such comments in writing by using the Game Evaluation located at the check in desk.  Complaints regarding officials should be submitted in writing and contain points of fact.  Do not discuss officiating or the officials with the facility staff during or immediately after your game.

MANAGER/PLAYER RESPONSIBILITYIt is the responsibility of each player and the player's team rep. to be aware of the total status of their players' infractions.  Failure to comply may result in further disciplinary measures, which may include suspension of the coach/rep and forfeiture of games played in (this includes use of illegal players - those not registered properly on the team roster).

RED CARD POLICY:  A player or coach sent off in (or after) a game by a referee (red carded) will be suspended from future play in all divisions until notified of their suspension status by the referee coordinator or Sports City Management.  There is a mandatory $25 fine for all red cards issued.  A suspended player must pay the $25 fine as well as serve their required suspension.  The fine will double for that player each time an additional red card is issued (i.e. $25, $50, $100 and so on) in a 12 month period of time. The referee’s report will go before the Red Card Committee for review (the committee meets as soon as necessary to expedite all decisions).  The following is a guideline used by the committee to determine suspension time: 

Sports City’s Suspension Guideline

 Game(s) suspension, plus a  fine :
1.     Accumulation of cards (3 blues, etc.)
2.     Double yellow
3.     Spitting, gum, drinks other than water, etc.
4.     Baiting an opponent to fight
5.     Foul/abusive/insulting language
6.     Intentional hand ball
7.     Verbal abuse towards a player or referee
8.     Violence to player out of fear or a reaction
9.     Physical intimidation tactics (to opponent or referee)
10.     Kicking or throwing the ball at an opponent or referee
11.     Spitting at another player
12.     Threat to another player
13.     Second red card within a 6 month period

1-year or more suspension, plus a  fine :
1.     Violence to another player
2.     Multiple (3 or more) red cards within 12 months
3.     If the police must be involved
4.     Multiple violations above

Lifetime Ban from Sports City:
1.     Threat of or violence to a referee or staff member
2.     Multiple 1 year suspendable offenses

·  Should a coach of a team be unable to control a player’s actions after a red card is issued, the coach may also be suspended and or fined.

·  A player accumulating three red cards over a one-year period will forfeit his or her membership for a minimum of 1 year.  

·  "Jumping-in"  - A player jumping from the player box on to the field to break up or participate in a fight will automatically be ejected from the game.  Ref. FIFA Law III and Law XII.   A player or coach red carded for "assaulting an official"* will automatically be suspended from any further activities at Sports City.  AN "ASSAULT ON AN OFFICIAL" SHALL BE DEFINED AS AN ATTEMPT TO COMMIT A BATTERY UPON AN OFFICIAL; AND AN ACT, WHICH IS CLOSE TO ACCOMPLISHMENT, SHALL BE SUFFICIENT TO CONSTITUTE AN ASSAULT UPON AN OFFICIAL.  LOCAL AUTHORITIES WILL ALSO BE NOTIFIED.

TERMINATION OF PARTICIPATION:  The facility management reserves the right to terminate an individuals and team's participation at the facility for violation of the facility policies as posted.

PROTESTIntention to file a protest must be noted in writing immediately following the game.  A formal written protest with a $20.00 fee (refundable if upheld) must be submitted to Sports City within 48 hours after the end of the game.  ONLY A VIOLATION OF THE LAWS OF THE GAME, RULES OR GUIDELINES OF THE FACILITY AS PUBLISHED ARE MATTER FOR PROTEST.  VIDEO TAPE WILL NOT BE VIEWED AS EVIDENCE IN A PROTEST.  Protestations regarding fielding of illegal players must be brought to the attention of the game officials prior to the suspected player(s) leaving the field of play.

SPORTSMANSHIP:  Individuals are expected to play under control and within the rules of the game, and to the best of their ability will avoid causing injury to themselves and other persons using the facility.  Any team that wins a game by more than 10 goals will receive an automatic forfeit for that game.  The only exception to this rule is if a team scores an own goal (puts the ball in their own net) once the other team has a ten-goal lead.  In that case, the referee will mark it as an own goal, and it will not count toward this ruling.  In the meantime, we would ask for your cooperation in addressing this issue with your own team (see COACHING TIPS).  Please consider good sportsmanship when playing.  Thanks for your help in keeping it fun for all.

PLAYER BOXES:  Only players and two (2) coaches are allowed in the player boxes during league games.  All youth teams must be accompanied by an adult (coach/manager 18 or older) at all times while on the field.  Family (including small children), friends and guests are required to remain in designated viewing areas.

TEAM EQUIPMENT: Indoor flat-soled soccer shoes are required (NO MOLDED/STUDDED CLEATS).  Teams MUST be dressed in matching colored jerseys (shirts).  Teams are required to have alternative jerseys.  You can rent alternate scrimmage vests at the check in desk.  Permanent numbers are required on all jerseys.  A minimum 1" wide number is required.  Shin guards are required for ALL leagues.  Socks must cover shin guards at all times.  Referees are instructed to send players off of the field if they’re not in proper uniform. 

FIRST AID:  The facility has a limited first-aid kit.  It shall be the responsibility of each team to maintain their own first-aid kit and ice for treatment of their players (same as an outdoor game).  Should a team require first-aid supplied from the facility, the team may be invoiced for the supplies.

WEB SITE: Our web site is the quickest and easiest way to get all the current information at Sports City, including schedules, games scores, standings, registration info and much more.  All league standings and games scores are updated daily on our web site and posted weekly at each facility.

REMINDERIndoor games generally score much higher than outdoor games.  Expect at least a four to one ratio. For instance, a 2-1 outdoor game result would be an 8-4 indoor game result.
